The year is 1934. The Soviet Union has been in existence for less than two decades. A delegation consisting of avant-garde artists led by Polina is deployed to Siberia to teach the indigenous peoples about Soviet culture. This film presents condensed tableaux rather than a continuous narrative, depicting Soviet avant-garde and nationality policy with all its contradictions and absurdities in poignant scenes. The story told in the film may seem ludicrous, but it is based on a true story – the violent suppression of the Kazym Rebellion by the Khanty people.
